"Distroless" images contain only your application and its runtime dependencies. They do not contain package managers, shells or any other programs you would expect to find in a standard Linux distribution.

I see some value on having a salt-master running on a distroless container, however, part of a salt-minion purpose is to "mess" with the distribution, so what do we actually gain here?
