Unable to login, SFWinInet and Exception Code 5103

What steps will reproduce the problem?
1.Open Excel
2. Click Table Query
3. Enter login credentials

What is the expected output? What do you see instead?
I'd expect to login
I cannot login: I get this error: SFWinInet::Send:HttpSendRequestExWin32
File cannot be located
Exception Code 5103


What version of the product are you using? On what operating system?  With
what Salesforce.com edition?
