Question: should img element tables be merged?

sarah made comment in PR 451 that I didn't want to address in that PR, but also didn't want to forget about.

i titled this issue should the img tables be merged, because my initial reaction to the question was "putting this caveat (comment text) into the first row would diverge from not just how other tables are setup, but also wouldn't match the pattern of row 1: html element. row 2: its specific mapping."
