Add takephoto action to spec

There's a wide range of bluetooth remotes out there that have a "take picture" button. I'd like to see a takepicture (please feel free to bikeshed) action that represents this particular media session action.

A page ought to be able to- for example- listen for a 'take picture' action & then use the Image Capture API to take a photo.
