Notification buttons on the lock screen

I'am playing it around on android and have a couple questions.

When we click buttons like play/pause, next, previous - controller brings us back to the app. So we can't use it on the lock screen, without manually unlocking the phone every time. It makes using the media controls useless in a lot of cases.

Is there a way to avoid this behavior?
Why these buttons behave like that, not like a seek button, that keep the menu without returning back?

Tagging @steimelchrome, but this is more of an implementation question than an issue with the spec.

Yes. I have tried different devices since the beginning and find out that the issue is mostly in android 11-. And everything works as expected in 12+.
