Table to visualize WMAS support updates year-to-year

A suggestion was made and others agreed that it would be useful to have a table to visualize which APIs are supported by each annual Web Media API Snapshot year-to-year.

A non-normative webpage that we host as a subpage of https://w3c.github.io/webmediaapi/ seems like an appropriate way to handle that.

I've staged a PR of my work-in-progress to collect feedback on the direction I'm taking this to ensure it meets the needs of those interested.
