Proposals Folder - Show outcome (e.g., WoT Project Management Process) #2051

We have a proposals folder where everyone can hand in proposals he/she wants to push for.

I think this is fine as is. Anyhow, I suggest to add at least two things:

a README in the root proposals folder to describe its purpose
Add labels/warning in the beginning of each proposal to state its status like "IN PROGRESS", "APPLIED", .. and point to a possible outcome
- e.g., in the case WoT Project Management Process we are doing it already in https://github.com/orgs/w3c/projects/80. The proposal does not mention that fact and points to a no longer existing example https://github.com/orgs/w3c/projects/31
