Markdown links in readmes not working

The quick links in the readme (I'm sure they have a name but I don't know what they're called) jump the user back to the main WJ page.

To replicate: go to any modlist's readme on the site with an index at the start (Magnum Opus, Septimus, and Serenity are the ones I checked), and click any of the links at the beginning of the readme (the various steps such as Using Wabbajack, Updating, Controller Support, etc).

I fixed it as much as possible in the framework we use.

You now can:

• Load a modlist page and click on #chapter links (also called Anchors) and be directed there

You still can't:

• Link to the anchor from an external website
  • this is a technical limitation for which I hope I can find a fix soon.
