Update to latest wlc, specify which version to use for future build scripts

This will fix way-cooler/way-cooler#52 which is caused by a bad wlc version. Because we will lag slightly behind wlc's versions (or more if we're focused on way-cooler) and a future version could break backwards-compatibility, we need to make sure we're quickly up to date (especially with rolling-release package managers like the AUR).

Ignoring changes to wlc_event_loop_add_fd and X11 support from CMake

• Add view properties updated callback (handled in View properties callback #44, let's double check)
• Add view properties updated bitmask (wlc.h:59-65) - confirm if it's in View properties callback #44

Conveniently includes UTF-8 titles and not sending buttons presses on scrolling.

However, we may need to see if this breaks modal view rendering with "do not transform child views automatically."

• Add support for surface/output scale - wlc_output_get_virtual_resolution to be used everywhere else
