Allows setting user password and updating user status. This enables users stuck in ‘FORCE_CHANGE_PASSWORD’ state to be set as ‘Confirmed’

This PR fixes the file not found exception with the moto jwks-public.json file
additionally fixed compatibility with Python 3.8 & 3.9
All CI tests now pass as expected
