NEW TOOL: OfflineInstallWSA

This enables users to make a offline installer for Windows Subsystem for Android. You know, similar to that one "media creation tool" for computers that want to make a bootable media for Windows.

Not planning to make pre-built ones, because:

GitHub blocks pushes that exceed 100 MB. (src)

Also, not planning to host prebuilts anywhere.

Hope Microsoft allowed us to download Win10 Disc images with a Windows PC without any user-agent changes. Man, I literally did these to download a Windows 10 ISO to my PC:

• Grab link with my phone
• WhatsApp myself the link
• Use PC to download it

The good thing is that the generated links stays on for 24 hours. Thanks Microsoft for this? (and also, Windows 11 enables users to directly download ISO images, even with a Windows PC)
