Reorganize layer directory structure #72

Do one pass at reorganizing the directory structure of layer after we understand better what we're doing.

Ideas:

Move all of the django stuff one level up in the directory structure to allow having other components the mid-tier needs side-by-side to it (e.g.: multibridge)
