In support to disseminating a weather parameter for Most unstable Convective Available Potential Energy from NWP model. There is a need to define a new BUFR descriptor to represent it.

The sample BUFR mucape.bufr could successfully read by the DWD decoder software.
The decoded values are the same as in mucape.bufr.decoded. See mucape.bufr.DWDreadbufrxOutput.zip

Therefore, validation is done.
