Publish BUFR codes to the WMO Codes Registry #212

During the face to face meeting (reference) the team decided to publish GRIB and BUFR codes to the WMO Codes Registry after every approved release.

Related issues: wmo-im/GRIB2#277 and wmo-im/CCT#171

Things to do:

  1. Verify scope of effort
    1. publication artifact for use as-is, published PDF manual is still the authoritative source
    2. does not replace machine-readable-codes
    3. determine versioning in line with C-0 table (different from internal codes registry versioning) 
    4. initial effort does not attempt to build mapping to other registries in codes.wmo.int nor external vocabularies
  2. Decide on the list of tables to upload
  3. Create scripts to generate and upload the TTL files

Question: on the main page (and similarly also on the test version), why is there no Description for bufr4? It seems very odd that this is the only Notation entry where the corresponding Description is blank.

For example, why not just add WMO No. 306 FM 94 BUFR (edition 4) for the bufr4 Description? That would be similar to the Description wording we have now for grib2.

I don't know why it doesn't have a description; this will be addressed along with the other updates.
