The script for upload of TTLs in the "wis2-topic-hierarchy" repository was updated in the scope of wmo-im/wis2-topic-hierarchy#175. We should merge the changes into this repository too.

The server adds extra elements so the comparison is a bit tricky, basically, we verify that all "local stuff" is in the server's version.
