Define a url for a script to pull from

The ability to define a url for a script to be downloaded from. This was changes to scripts in places such as a git repo can be automatically sync'd with Wooey. The script update interface already has a mechanism for detecting scripts that have not changed, and additional measures like a checksum can be incorporated to minimize the amount of effort.
