Reader: Follow conversation not always visible on the same post

Expected behavior

Viewing a WPCOM post in the Reader, I should be able to follow the conversation.

Actual behavior

Depending on which flow the post is opened, the "Follow conversation" bell icon is available or not.

Steps to reproduce the behavior

Flow A:

1. Open the WPCOM Reader in the Jetpack app
2. Open a WPCOM P2 post that has no comments yet. I used this one: pcdRpT-35c-p2
3. Notice that the bell icon is missing at the bottom of the post

Flow B:

1. Do the same as Flow A, but enable a Filter first.
2. Notice that the bell icon is present.

I could reproduce it also with posts with comments.

Update: One interesting thing is that I see Follow Conversation instead of the bell icon. Bell icon is displayed only for conversations already being followed. 😅
