enhance Packs with Nomad Enterprise features behind optional toggle

Following a suggestion from @sofixa in https://github.com/workloads/nomad-pack-registry/pull/2/files#r1242113773, we think it would be time well-spent to add multi-region support to all Packs.

Additionally, more (useful) Enterprise features should be added, behind a toggle like enable_enterprise or by polling the executing environment.

In a chat with @sofixa and following some discovery work with @angrycub, we found a way to determine CPU arch and kernel.

It may be possible to use that approach to determine and parse nomad.version (e.g.: nomad.version 1.7.3+ent)
