There are country-year cases in BOL and URY that were reported at the national level in the old vintage (last PovcalNet) but are now reported at the urban level. When the fillgaps option is used, national poverty estimates are reported (unlike ARG and SUR). I am wondering where the missing estimates for the rural sector would be coming from. Are they being treated like ARG and SUR, where the rural sectors take the regional average?
