[Governance] Improve compliance UI by rearranging the existing widgets and charts

Description

It would be better if the widgets appearing in the below UI could be grouped and displayed in a hierarchical manner. First set of widgets to show charts related to policies, rulesets and rules respectively. Next set of widgets to show the actual rule violations (the top widget appearing in the current UI). Thereby, I should be able to get a sense into how the total error count got formulated by glancing at the charts. The rest of the widgets in the current UI can go last.
