Sub organization's own roles' name cannot be edited via console

Description

Can't edit the role names of the roles created by sub org itself through console app.

Expectation:

• shared roles names can't be edited by sub orgs
• sub org owned roles name can be edited by sub orgs

Steps to Reproduce

1. Log in to console
2. Create a sub org
3. Switch to the sub orgs
4. Go to roles section
5. Create a new role
6. Try to change the role name
7. That field is readonly
