Judicious ignoring of RTA complete file #354

We see run status moved to "run complete" inappropriately.

Suggest the current logic only apply when some cycles have been performed and the file is not significantly older than other files indicating progress.

The code has been radically rewritten since this problem was logged. The problem has not been observed for a while.
