Internal Settings

Normally if the user has a whitehat flag(?) they get the Internal Settings tab under settings so they can allow non-pinned certificates and use older TLS;

When using this patch the Internal Settings access is overridden(?) preventing launching the tab with an employee requirement error, I tried enabling the employee mode experiment and other misc experiments that may be relevant but I still cannot access the tab.
