Create tag for v0.1.0.

TagBot was supposed to do this when v0.1.0 was released in PR JuliaRegistries/General#72041. A TagBot trigger issue was created: #121. But, the TagBot action threw a GitHub server error (see https://github.com/xKDR/TSFrames.jl/actions/runs/3459216214).

So we'll have to automatically create a tag called v0.1.0 for this release and push it to the repository.

Or perhaps, a better way to do this will be to trigger TagBot again manually: see https://github.com/JuliaRegistries/TagBot#local-usage.
