Why is there a double separator here? What am I missing?

Yet the code doesnt have any if statement around it..
Should "Create Group" appear in the menu?

Looks like Create Group is missing. There's something that should be ther that's not showing up.

Mystery solved there is code later on that removes the option under certain circumstances..

        AddSingleModelOptionsToBaseMenu(mnuContext);
        // Remove preview 'Create Group' option as it may be confusing with tree list 'Create Group from Selections'
        mnuContext.Remove(ID_PREVIEW_MODEL_CREATEGROUP);
        // Remove preview option 'Add to Existing Group' as it is added with the other group options below
