Need to implement support for CDC crossings. At minimum, we need the following components:

  1. Behavioral model of N-stage synchronizer in br_gate
  2. br_cdc_bit_toggle that crosses a single level signal build on the synchronizer added in point 1
  3. CDC FIFO reusing the FIFO push/pop control components, gray encoder/decoder, and synchronizers
