Collate & rewrite process error messages - Round 1

Story
When batch processes encounter errors, the messages that appear do not always provide clarity on the actual reason for the error. We would like to update messages to provide (a) a better representation of the error and (b) actionable next-steps for processes initiated by Management users.

This ticket is only for gathering the messages and changing the language. Ticket #2924 will address the actual coding updates.

Acceptance

• Compile a list of current errors and messages
• Create new language for messages that includes troubleshooting tips when applicable
• Update ticket Update batch process error messages - round 1 #2924 to indicate changes

I've created #2954 for round 2 of this work. Updating of messages is in ticket #2924

We can pull in #2954 after we have finished a few other priorities (ex. Kissinger).
