Accessibility Stage 3: Estimates for accessibility bonus features - coloured overlays and change font

1. the ability to apply coloured overlays to the background of pages
2. the ability to change fonts for better legibility

hey @cyberteenie the estimated time for this will be 2-3 days and the design is required because some information should be in the design first like what the overlay colors work with the website looking and what fonts also

@katieshuster - just wanted to flag that Fadi has added an estimate of 2-3 days of development here. Since he has mentioned that design is also required, I would say a conservative estimate would be 4 days in total. I will add this to the backlog now. Let us know when / if you would like to implement this. Thanks!
