Make neutron configurable #1

Determine which platforms to create a package for
Add dependencies as a module lists which are installed as desired (some wanna use Babel, some TypeScript)
define include folders for SASS
add bower.dev.json to include files in need of compilation in src folders
add ignored gulp:clean globs in the configuration
