Should I see the timestamp in the URL in the address bar?

You should definitely see the timestamp in the address bar:

Just make sure that:

The URL you're visiting is not HTTPS
Cachebuster is activated, i.e. there is an "OK" badge instead of an "x" over the Cachebuster icon.

Deactivated state:

Activated state:

A click on the icon activates/deactivates Cachebuster.

Let me know if those weren't the issues, and we'll look into it together.
