Max: FPS settings during the launch

Current Behavior:

FPS Settings isn't set accordingly to the AYON task

Expected Behavior:

It would be great if there is a check on fps value during the launch and there would be a simple popup to allow user to fix fps value.

What platform you are running on?

Windows

Steps To Reproduce:

1. Launch Max by skipping workfile
2. check the fps by going to script editor and type frameRate
3. the fps doesn't align with the project setting
