Add simple prototype for loading or applying .setting files.

Additional review information

Just created for quickly testing a ayon-silhouette published output of roto track points to .setting for Fusion to be able to load it.

Testing notes:

1. Publish some .setting file
2. Load it (note that certain .setting files apply to tools instead of generating new nodes, like the one from Silhouette.) As such, when loading with an active selection then it'll apply the .setting to the selected tools instead of trying to import the contents of the .setting file to the current comp as new tools.
