Please describe the enhancement you have in mind and explain what the current shortcomings are?

Make it possible to directly publish regular ROP nodes, like creating a USD rop directly in /stage instead of in /out.

This is actually requested many times before (and is also a known issue that we're already investigating and trying to improve upon.

How would you imagine the implementation of the enhancemenent?

Make it possible to directly publish regular ROP nodes, like creating a USD rop directly in /stage instead of in /out.

I initially thought by issue title that this was about being able to create the publish instances in the relevant networks - yet it isn't per se. It's about being able to just publish anything from anywhere, which makes it overlap a lot with "node base publishing" refactoring and features that we're looking to implement - so I'll connect it to that even though the PR title in isolation may sound confusing there.
