FloatingPanel 在多个锚点时, 选择中间锚点时无法滚动到最底部

重现步骤

1、初始化默认选择第二个锚点
2、滚动底部
3、无法滚动到最底部

content-draggable 设置为 false 时，对应的交互似乎有些问题 🤔

为true在移动端确实可以解决，但是交互就不太好了 😄
