Add webconsole settings #11

I would like to add a new settings option that would allow us to use the same webconsole for all the versions of the app.

My current thinking is that the settings gear is added at the top right and opens a dialog containing:

Log Serialization Type (radio buttons)
[ ] plain text
[ ] base64 + tokenized
[ ] RPC + tokenized

Right now we only need the first 2 to work for the demo.
