import initial pogo stuff, de-funked.

todo:

Pogo::Engine::Job->start's constrained codepath - needs to populate hostinfo_map by calling $ns->fetch_target_meta
Pogo::Engine::Namespace::fetch_target_meta() - takes a list of hosts, returns a hash mapping hostnames to apps and envs
Pogo::Engine::Namespace::resolve() - flattens hostlists - should just call the ns plugin in some useful fashion
