As an SRE looking at a hub configuration using configurator, I want to be able to see when the configuration entries were set so that I can diagnose hub config changes.

This could be done through a few mechanisms, for example a way that could be exposed as a metric to prometheus or as a log event. As these changes are hopefully infrequent a nice to have would be able to ask who changed what value when.
