Describe the feature

It would be nice to have a "Low Data Mode" (iOS-specific term) feature that would disable all automatic network requests. This could include:

• Prioritising local language server binaries over downloading/updating them (Ref: Use already installed language server if in $PATH #4978)
• Checking for updates less frequently / not at all (Ref: Disable auto udpates when connection is metered #11386)
• Disabling assistant / copilot features that require network requests (Fallback to local LLMs? Is that possible at this time? Ref: Add the possibility to use offline models (maybe via ollama) #4424).
• Disable chat collaboration / "go offline" (Ref: "Go Offline" from collab channels without leaving or signing out #10355)

There may be other features that could be disabled to save data, but these are the ones that come to mind.

This feature could provide a prominent UI element to toggle each disabled feature, so the user can easily access it if they need to.
