ci: Upgrade to ubuntu-24.04

The CI is upgraded to use the ubuntu-24.04 image, which is now generally available (GA) on GitHub Runner. Some tests are updated to run on this latest OS image. Signed-off-by: Damien Chen <[email protected]>
