MS: Managers can send SMS and/or Email to channel members #5429

Permitted managers can send email / SMS messages to channel members.
This feature can be a "permission" (global) or property of Subscriber model, so it can be channel specific.

Note: This feature depends on "Send SMS to user" and "Send email to user" features which not developed, yet.
