State doesn't update correctly during report for message to organizer and caller notes

Recent PR #298 changed how state is handled in the report step to handle a performance issue caused by the top-level state updating for every keystroke. But it seems to have introduced a bug. Steps to reproduce:

1. Click through a call to the report
2. When asked whether you reached the target, click No
3. When asked why, choose "Wrong number"
4. Move on to the step where the organizer notes are

Expected results

The notes should include a note about the incorrect number.

Actual results

The notes field is empty
