Update the .bazeliskrc file to match other repos #606

The .bazeliskrc should be in sync with reboot-dev/respect and 3rdparty/stout. This change makes that so.

I've manually confirmed this builds on our Codespaces; due to #608 I have to now force-merge myself despite failing checks.
