### Track a person owing money

In order to better manage a CCA, we create a functionality that allows EXCO to
set up the amount of money a person owes. An example command is `owe 1 m/10.00`.
This means that the first person shown in the list will have an owe of $10.00.
The general steps are:

1. Check the current list of contacts to see whether the list is `null` or not.
2. If it is `null`, throw an exception, otherwise validate the index.
3. Lastly, validate the amount, we make sure that the amount owed cannot be blank,
negative, or more than 2 decimal places.

If all of the parameters provided are valid, then the person shown on the list will successfully update
the amount of user typed. Otherwise, the CCA Manager will show the corresponding warnings.

As a result of this command, the first person listed will now owe $10.00.

3. Lastly, check if the amount number is valid, the amount number is not allowed to be empty,
negative, or have more than 2 decimals.

the amount provided by the user. Otherwise, CCA Manager will display corresponding warnings.
