Athenz 1.7.52 release

The Athenz team is happy to announce the availability of v1.7.52 release of Athenz. This release includes the following set of bug fixes and enhancements.

#510 correct handling of dynamic fields in template names
#511 remove authz service check for refresh requests
#512 text handling of error response from providers
#513 allow config option to reset cert refresh db
#515 config option for reserved service names
#516 Add additional counters for cert and auth operations
#517 ignore invalid authorities that provider no header
#518 relocate/shade commons for zts-java-client
