Rename the variable used to check the main import page

Proposed changes:

• Simply fixes a variable name that means the opposite of what it should. We need to check that the user is not in the main import page, and we achieve that by checking that the import URL parameter is not set.

Other information:

• Have you written new tests for your changes, if applicable?
• Have you checked the E2E test CI results, and verified that your changes do not break them?
• Have you tested your changes on WordPress.com, if applicable (if so, you'll see a generated comment below with a script to run)?

• To test on Simple, run the following command on your sandbox:
