This extension ensures that the gate sets of state-of-the-art IBM backends (tested with quebec with gate set ['ecr', 'id', 'rz', 'sx', 'x']) are supported when the machine model is loaded through model_from_backend.

Hi! Unfortunately, the macOS-latest tests failed, which is why this PR is still open. Does anyone know how to fix it?

Python 3.8 needs to be deprecated, don't worry about it. We can merge. Thanks once again for the PR.
