[PORT] Allows admins to skip some paper sanitization

Ports tgstation/tgstation#72553
Allowing admins with the R_FUN perm to create less sanitized papers (currently they only have access to the img tag)

Why It's Good For The Game

Now admins can create fancy texts to send in faxes, creating cool bus opportunities!

possibly out of scope for this PR
but it'd be nice to be able to use images/HTML in command anoucements and such again
if i missed a change to that never mind me, but afaik some time back some checks were added and its not possible to send the capptain a command report which is just an image or that has funny HTML text

regardless of that - more admin possibilitys good :)
