Adds more IPC chassis customization

Adds the ability to select any current IPC chassis as a customizable color one.

Also completes the #12004 bounty.

Why It's Good For The Game

More customization options are good. Why only have one multicolor one when you can have ALL of them?

Really they should be seperated by layer, so that the dark parts of the IPC don't get coloured. It just looks like a weird colour overlay when that happens instead of the IPC changing their plating colours

All the black parts shouldn't turn that weird blue grey colour

If you'd be able to point me in the right direction for how to achieve this, that'd be great, as I have zero ideas how I can achieve this without reworking the majority of IPC appearance code.

There is a variable called hasinner which is how felinid ears can be coloured without changing the skin colour of the inside.

The format for this is:
[m/f]_[bodypart]inner_[icon state of accessory]_[BEHIND/ADJ/FRONT]

The first part will only ever be m if the bodypart has no gender associated with it.
