Convert User interface to Vue.js Framework

Background
Currently, the entire user interface is written as a mix of javascript classes under the src/app/view/ui path with the HTML stored in index.html. This however is becoming difficult to maintain and extend the functionality of the design tool. The first task would be to just create a scaffolding in vue.js. This will be followed by a lot of sub-tasks that can be taken over by novice contributors.

Goal
Restructure the entire codebase and create a scheme for porting the existing UI elements to vuetify.(https://vuetifyjs.com/en/)

Difficulty Level 2
This will require substantial effort in rewriting the general UI architecture and porting the existing code to Vue.js. All dialogs will need to be recreated inside Vue.js
