Adds screenless IPCs (shiptest-ss13#2513)

This adds support for screenless IPCs. Most notably adds the Sprinter
IPC chasis (by @Ebin-Halcyon ) to show this off

Also Synths are no longer FBP jank, but who cares? Screenless IPC
support!
